Armenia has occupied the Nagorno-Karabakh region and the surrounding districts of Azerbaijan violating the international law and territorial integrity of the country.Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno-Karabakh and the surrounding districts. Since the ceasefire agreement signed in 1994, Armenia has been evading peace talks and resorting to various provocations to further aggravate the situation on the borderline. Furthermore, the Armenian government carried on promotion of the so-called "Nagorno-Karabakh" organization with support of the Armenian lobby and circles under their influence.
Official Yerevan is doing its best to turn the "puppet”, created in the occupied territory of Azerbaijan, into a subject of international law. But thanks to the successful diplomacy of official Baku, all states have recognized the occupied Nagorno-Karabakh and surrounding districts as the territory of Azerbaijan and supported the settlement of the conflict solely on the principles of international law within the territorial integrity.
The administrative court of the French department of Val-d'Oise has annulled the "charter” signed by the city of Arnouville with the Armenian separatists of Nagorno-Karabakh. Note that hearings on this case started on February 28, 2019 and ended on 29 May.
The French Cergy-Pontoise Administrative Court canceled the illegal "agreement” dated October 22, 2018, signed between Arnouville city and one of the administrative zones of the occupied Khojavand district of Azerbaijan. It should be noted that since 2013 it has been the first decision of the French court in favor of Azerbaijan. Azerbaijani side appealed to the French court due to the attempts by the separatist regime to legitimize the occupation of Nagorno-Karabakh and the surrounding seven regions. On June 11, the administrative court of Grenoble of France took a decision on the abolition of the "Friendship Charter” signed between the Drome department and the so-called separatist regime in the occupied Nagorno-Karabakh region of Azerbaijan, as well as among Bourg-lés-Valence, Valence and Bourg-de-Péage communes of France and the "local authorities” established by the so-called regime in the occupied Shusha, Khankendi and Khojavand cities of Azerbaijan. According to the resolution, these documents are in sharp contradiction to the French foreign policy course and principles and do not take into account the main principles of policy of Paris.
Azerbaijani MP Hikmet Babaoglu told "Kaspi” newspaper that Armenia regularly resorts to various provocations to legitimize the current status quo: "Attempts to achieve political and legal identification of the administrative territories of the occupied Azerbaijani territories, in the countries where the Armenian lobby is strong. Recently, the "Charter of friendship" was signed between Khojavend, occupied land of Azerbaijan and France’s Arnouville city. The issue, of course, was taken into consideration by Azerbaijan, and effective work was done in this direction. As a result, Azerbaijan has achieved a legal and objective solution for the problem," he added.

The administrative court of Grenoble of France took a decison on the abolition of the illegal "treaties" signed between the Drome department and the so-called separatist regime in the occupied Nagorno-Karabakh region of Azerbaijan, as well as among Bourg-lés-Valence, Valence and Bourg-de-Péage communes of France and the "local authorities” established by the so-called regime in the occupied Shusha, Khankendi and Khojavand cities of Azerbaijan," Babaoglu said.
Political analyst Nezaket Mammadova deems that the abolition of "Friendship charters” signed between the separatist regime in Karabakh and the cities of this country by the French courts was commendable: "These processes show that the French courts have already begun to take a fair position in this issue. The decision by the French court could be an important precedent for the improvement of relations between France and Azerbaijan, that France considers as an important partner in the South Caucasus. It can raise the image of France as a co-chair, and restore Azerbaijani People’s trust in it,”she added.
According to her, Armenia and the Armenian lobby were perturbed by the abolition of "Friendship charters” signed between the separatist regime by the French courts: "They already admit that, this was the yields of active work, in context of the norms of international law, done by Azerbaijan. Azerbaijan is capable of preventing any illegal, anti-Azerbaijani action through both legal and international political and economic potentials. Strengthening of political and economic relations between Azerbaijan and France, in recent years, have an impact on the position of the French government," Mammadova told.
