Experts believe that meeting the demand for medicines with local production is important for optimizing prices in the market

Azerbaijani-Russian joint pharmaceutical venture "R-Pharm" has been put into operation in the territory of the Pirallahi Industrial Park in the suburbs of Baku. Azerbaijani Deputy Prime Minister Shahin Mustafayev, Russian Minister of Economic Development Maxim Oreshkin, Azerbaijani Minister of Economy Mikail Jabbarov, and Chairman of the Board of Directors of R-Pharm Alexey Repik took part in the opening ceremony held on December 9. During the event, it was noted that in order to ensure the sustainable development of a competitive industry based on innovative and high technologies, increase employment in the manufacturing sector, industrial parks are being created in Azerbaijan. Currently, five industrial parks, specializing in the fields of the chemical industry, recycling, light industry, shipbuilding, and pharmaceuticals operate in Azerbaijan, Pirallahi Industrial Park being one of them. The construction of the plant, located on an area of 4.6 hectares, began in 2018. The enterprise is equipped with modern equipment and production technologies of leading European companies. Some $74 million were invested in the construction of the plant. The enterprise will annually produce around 250 million tablets and capsules. The plant is the first pharmaceutical complex built in the country. We tried to find out how the opening of such a pharmaceutical venture in our country would affect the drug market.

Medical expert Adil Geybulla said that the opening of pharmaceutical factories in our country, together with the world’s leading countries, is a very important event. "The local pharmaceutical factory in Azerbaijan is of great importance. During the Soviet era, there were pharmaceutical companies in our country, but they did not produce drugs with complex chemical structures. But some ointments, extracts, and so on were produced there. The opening of pharmaceutical factories in our country, together with the world’s leading countries, is a very important event. The new factory open in Pirallahi is a good start. Of course, this does not mean that the factory will solve all the problems in this area at once. As a solution, there must be a state register of medicines, which are allowed into the country. In other words, it is important to determine which drugs can be produced locally and which ones can be imported. For example, some medicines are made with the latest advances in molecular biology, which is unrealistic for us to produce at an initial stage. This area will evolve gradually,” he said.

Economist Parviz Heydarov considers this step as the best way to reduce the dependence on imports. "The drug market in Azerbaijan is heavily dependent on imports, which is not a positive case for us. During the Soviet era, there were pharmaceutical companies in our country, which even provided the USSR with medicines. But for various reasons, those factories stopped working. Now it is very important and necessary to pay special attention to this area. In particular, reviving this tradition with neighboring Russia should be more welcomed. This step is very important for regaining past traditions and benefiting from the support of a state that has sufficient experience in this area. Creating such a facility is the best step to reduce the dependence of the country's drug market on imports. I think this is a project that should be implemented not only with Russia but also with many countries around the world. Meeting the demand with local production will also have a positive impact on prices,” he said.

According to economist Vugar Bayramov, the new factory is important for the organization of drug production, elimination of import dependence, and keeping currency in the country. "Keep in mind that our country covers most of its drug demand with imports. Eliminating dependence on imports also means saving on the currency. Meeting demand through local production is also important in terms of price optimization. Local production means less expensive products. It also helps to eliminate the dependence of market prices on external factors because the prices of drugs increase in our market when there is an increase in foreign countries. Local production is also important regarding the quality because the monitoring reveals that in some cases, the quality of the imported drugs does not meet standards. But local production will allow quality control,” he said.
