In the negotiations on the Nagorno-Karabakh conflict, the international community sometimes ignored the views and proposals of the Azerbaijanis living in this area because the Armenian diaspora and lobby claimed that only Armenians had lived in Nagorno-Karabakh. However, as a result of periodic actions, the Armenian’s lies were exposed, and the issue of protecting the rights of Azerbaijanis living in Nagorno-Karabakh was raised. For this reason, the Public Association "Azerbaijani Community of Nagorno-Karabakh" was established, and served the interests of Azerbaijanis from the region. Recently, the Azerbaijani community of Nagorno-Karabakh has held meetings in international organizations and has conveyed the rightful voice of Azerbaijan to the world. What benefits does the activity of the Azerbaijani community of the Nagorno-Karabakh bring to Azerbaijan? How does it affect the resolution of the conflict in general?
 
MP Elman Mammadov said that the community is not a decisive force in the Karabakh conflict. "However, the Azerbaijani community is an interested party in this matter. Of course, the Azerbaijani community is working to convey Karabakh truths, to expose the Armenians, to convey the massacres, genocide committed by Armenia, and their present state policy to the international arena. Naturally, this activity supports the work being done to solve the problem. Of course, the Azerbaijani community of Nagorno-Karabakh is not entitled to resolve any matter. But the community operates within its power. The community's existence and activity are a stimulus to the overall work,” he said.
 
Mammadov noted that the Armenian community of Nagorno-Karabakh has refused meetings at a community level for many years. "They claim that they have created a "state" and do not want to meet with the Azerbaijani community as a community. In fact, this reveals the true essence of the Armenian occupation policy,” he added.
 
Professor at Western Caspian University, political scientist Fikret Sadikhov said that the Azerbaijani community of Nagorno-Karabakh has become more active lately. "Of course, this fully meets the interests of Azerbaijan. For years, some countries thought that only the Armenian community had lived in Nagorno-Karabakh. However, Azerbaijan was able to prove that there were not only Armenians living in Karabakh. A significant number of Azerbaijanis lived in this territory because this territory is Azerbaijani land. If the Armenian community expresses its intention to participate in the negotiations, this means that the Azerbaijani community should also be actively involved in the process,” he said.
 
Sadikhov stressed that although the activities of the Azerbaijani community of the Nagorno-Karabakh region does not have any immediate impetus for the solution of the problem for now, it is still turning into a major component of the conflict. "In other words, the Azerbaijani people of Karabakh have a voice and take steps within the interests of Azerbaijan. They also hold international events on Nagorno-Karabakh. I have no doubt that these steps will have a positive impact on the positive resolution of the conflict,” he added.
 
Political scientist Ahmed Alili said that the Azerbaijani community of Nagorno-Karabakh is needed to highlight one of the most important functions. "It is an organization that specifically expresses the opinions of the Azerbaijanis of Nagorno-Karabakh. Often times, Armenia has expressed the opinions of the Armenians in Nagorno-Karabakh separately. In this sense, the activities of the Azerbaijani community of Nagorno-Karabakh are long-overdue. We are pleased that a lot of work is being done in this direction. By ensuring the participation of the Azerbaijani community of Nagorno-Karabakh, and in general, well-known people and public figures from Nagorno-Karabakh and surrounding areas in these projects, it is possible to convey the position of the Azerbaijani community to the world,” he said.
 
Another benefit of the community, according to Alili, is that both Armenians and international organizations have often accused Baku of controlling the whole process. "They have stated that Baku dictates every matter and does not take into account the opinion of the Armenians of Nagorno-Karabakh and so on. As I mentioned, they made such claims and said that this was not the desire of the Azerbaijani population of Nagorno-Karabakh and that they know the "truth”. They also claimed that the opinions of Baku and the Azerbaijanis of Nagorno-Karabakh do not coincide. In this case, it is a positive dynamic on the part of Azerbaijan for the Azerbaijani community of Nagorno-Karabakh to express their views through their own organization. Currently, the Azerbaijani community of Nagorno-Karabakh is a public association. I think adjustments to its status to increase its involvement in the process can give a positive impetus to the process,” he said.
